مشكلة دارفور يمكن أن تصبح مجرد عنوان جانبي في سفر (مشكلة السودان) إذا نظرنا إليها في موضعها كجزء لا يتجزأ من الكل، ولا يكون علاجها بالتالي إلا ضمن العلاج الكلي. أما تبعيض قضايا السودان وتناولها بالمفرق فلن يفضي سوى إلى تعقيد القضية الكلية وتعرض أجزائها من ثم للانفصال والضياع. يبحث الكتاب طبيعة الصراع في دارفور ومراكز أطرافه وطبيعة التزامات تلك الأطراف من زاوية القانون الدولي، محاولا الإجابة عن أسئلة حول وقوع جرائم إبادة جماعية في دارفور، وإجراءات الهيئات السودانية لوقف الانتهاكات وكذا الآليات الممكنة للمساءلة.
